Cigarette vending machines abroad

The first time I noticed cigarette vending machines on streets

 was when I traveled to Fukuoka, Japan, in the summer of 2011.  The cigarette vending machines especially caught my attention because I don't see them in the U.S.

The second time I noticed cigarette vending machines on streets was 

outside the Kaufhof Galleria shopping mall in Heidelberg.

 The third time I noticed cigarette vending machines on streets was in Vienna.

China has many smokers.  Do Shanghai and Beijing not have cigarette vending machines on the streets?  If these major Chinese cities do indeed have cigarette vending machines on the streets, did I actually NOT notice any of them?
